The Town has adopted the following Impact Fees, authorized by, § 66.0617, Wis. Stats., and based on public facilities needs assessments.  Fees are charged with building permit applications for qualified projects.

Park Land and Recreational Improvement Impact Fees

Section 15.03(4) of the Town Code of Ordinances requires payment of a $1,535.00 per new residential dwelling unit impact fee to finance the acquisition of public park land and the development of park and recreational facilities, to the extent that the demand for which is generated by new residential development.  That fee amount is based on the Public Facilities Needs Assessment for such facilities, adopted by the Town Board on August 26, 2020.  The impact fees are to be paid with each new residence building permit application, unless the original developer of the subdivision paid the fee.  The Town must use the fee within 8 years after it is collected to pay the capital costs for which it was imposed, or else it is to be refunded to the payer of such fee.

Per the Public Facilities Needs Assessment, the Town intends to utilize the park land and recreational improvement impact fees that you are being charged to contribute to one or more of the following capital costs:

  1. Acquisition and/or development of land for additional neighborhood parks and the recreational improvements they would require as described in Figure 4. of the Public Facilities Needs Assessment.
  2. Acquisition of land or easements for trails and construction of trails. This would most likely come in the form of some local match or contribution to facilitate development of trails managed by the County or State.
  3. Expansion of existing parks in a manner that benefits future residents throughout the Town. New impact fees collected would not be used to fund new or replacement equipment intended to exclusively serve the needs of any immediate, already developed subdivision.

Highway 12/18 & North Star Road Improvement impact fees 

Section 07.04 of the Town Code of Ordinances imposes an impact fee on new development along and near North Star Road north of USH 12/18 for improvements at and near the intersection of U.S. Highway 12/18 and North Star Road.  That fee amount is based on the Public Facilities Needs Assessment for such improvements, adopted by the Town Board on June 1, 2026.  Each impact fee is to be paid with each building permit application after May 1, 2026 for any new building, outdoor parking, storage or activity area in the area described in the Public Facilities Needs Assessment.  The Town must use the fee within 8 years after it is collected to pay the capital costs for which it was imposed, or else it is to be refunded to the payer of such fee.

The fee is assessed at a rate of $0.21 per square foot of building floor area, plus $0.105 per square foot of outdoor parking, storage, and activity area, normally as determined by the Town Plan Commission during their design review of the new project.

Per the Public Facilities Needs Assessment, the Town currently intends to utilize the Highway 12/18 & North Star Road Improvement impact fees to construct a turn lane for eastbound US Highway 12/18 traffic turning north onto North Star Road, as suggested by a May 2026 Traffic Impact Analysis, to address safety concerns due to expected increasing demand for left turns onto North Star Road as commercial/industrial development along North Star Road occurs.  The actual future improvement will depend on final Wisconsin Department of Transportation approval of that Traffic Impact Analysis and engineering design plans.
